cookie question

Thanks to everybody who helped with the starter programs thing, I think I have it fixed now. mmtask is not music match, by the way, it is a residul of SoBig, which has no other residuals on my computer.

Here's today's question, which is purely curiosity:

If your browser won't take cookies, and you go to a page with a counter, does the counter fail to count you because the counter needs a cookie to count? Or is it the other way -- if the counter is a "unique visitor" counter, and your browser doesn't take cookies, does it count you as a new unique visitor every time you get there?

In other words, does the counter count too few or too many visitors?
