The mad scientist monologue

I had no idea I was going to have an evil mastermind in this story . . . he appears to be an officer of the winning army, in charge of repatriation. He is voicing what was the policy of just about all the winners after World War One: a homeland for everybody, and everybody in their homeland.

I had no idea I was writing this, even though it's right there in the outline.
