ozarque has written about the importance of pre-natal and early infant help, and I've wondered why it isn't being done privately. On the third page of the NYTimes article, there's mention of a private charity which has been successful in one of the poorest areas. I suspect the reason this isn't happening on a wider scale is just that no one has made it a priority.
