I haven't checked in a while, but last I heard if you wanted to put a Blogger blog on an LJ flist, the Blogger blogger has to go through some hoops with LJ . . . which most Blogger bloggers don't do.
If you want to put a Blogger blog on an RSS aggregator, well, the answer to that depends on your aggregator. I use Sage and when you're on a given page that you want to add to your aggregator, they have a button that searches for RSS feeds and then you just select the feed you want. My recollection of RSS aggregators is also semi-old -- it's been a while since I've compared -- but I believe that most RSS aggregators have a similar function to add a given page to your feed.
