How do you find out the author or the host or whatever of a web page?

Specifically, there's a kemnitzer.net with nothing on it but the name. How do I find out what that's about? -- is it a Kemnitzer somewhere who's getting it together to make a page for some purpose (in which case why isn't there a "comin soon" notice with a one-sentence description at least?), or one of those domain sharks staking out the name (in which case why isn't there an advertisement on the page like there usually is?)

Thank you!! It turns out it belongs to Steve Kemnitzer, who has a large construction company in SF and lives in Napa. I don't know how or even if we're related (he might be the guy who went to the same University as my brother: they met once: if that's the case, he's some kind of distant cousin, in the traceable distance)
