Money is being cut back in all the educational and developmental fields, right?

Why are the job boards cluttered with advertisements for managers and supervisors and administrators of special programs, but not for teachers, aides and other people who directly "deliver the services to the clients?"

I'm envisioning these outfits becoming all administrators, with nobody in the field at all.

not only that but administrators cost more and have higher over all salaries....
