There is so much work I have to do in this section. It all has to happen in the right order. The pacing has to be right. I think I need to change the timeline here so that there's more time to develop the chain of events.

The chain of events in this section is like in a tragedy: while Pablo is finding Resi, and then finding a program to get him a permanent longterm residence in the area, forces -- and Resi's own personality -- are coming together to cause hium to flee right at the moment when it all comes together. There are how many? strands here: Madison Wong's criminal activities and his sheltering of Resi and his refusal to call him a grand nephew and take him with (and here is a side story: security guy is trying to get concrete evidence to arrest Madison and stop him from taking the children with him: Pablo gets the evidence while working on Resi's case: but corrupt administrators on the other end expedite his departure), which means that Resi is unprotected from the Puros. And a strand is Puro activity in the camp, and Ismail's efforts to quash that: and their pressure on Resi (I'm confused as to whether they want to recruit, exploit, or terrify him, so I guess they are too, or at least Resi and therefore Pablo and Ismail are). And the general departure of family groups, and the shrinking of the camp, at the same time as it is having a steady influx of new displaced from other camps which are closing sooner than Willows: And the takeover of the better half of the camp by the local housing committee for development as a new town, and the moving in of all the leftover displaced into the remaining blocks, and Ismail's decision to assign housing by fmaily groups and bachelor groups: and Resi's increasingly bizarre attempts to make himself safe: and the appearance of the legger, and his promises to get people into Mountain Home, where he says truthfully that they are looking for a lot of new workers, but that's because there's a dispute raging between the development committee and the labor committee, and the place is not safe to go to, but the deeps don't uniformly believe Pablo: and the Anniversary celebration: and the local repatriation program for which Resi qualifies at the exact moment that he leaves with the legger: and the gull crew boss Resi works for: and construction technology: dog, there's a lot going on here.

I'm resigned to writing more slowly for a while, while I struggle through this complexity. The vignette and chapter after this one are both easier, and then there's a vignette I'm less sure of, and a chapter that gave me a lot of problems before, and a vignette I can't wait to write, and not just because it's the end of the book. See. It's all doable, it's comprehensible, it can be held within the bounds of a human mind.
