Emma was bugged that the flag was flying at half mast for the Pope but not for Charlie.

I knew that, but I wanted to express the difference between being a real state and being a thing that has been claimed. I wasn't comfortable with what I ended up with, and if you have suggestions for expressing that more precisely, I'll be happy to work with them.
